Are you sure that's a bug?...

Hasn't @ToNumber("") *always* returned 0 since its introduction in Notes 6? BTW, Val("") in LotusScript also returns 0. More than likely @ToNumber is working as designed (i.e. it raises fewer errors than @TextToNumber). Besides, changing it now would potentially break all sorts of apps.
